Yes, do those programs not work anymore?

I'm running on 1.03.6h and for some reason my congestion control tab/option has nothing listed on the page. No graph, no download/upload cap, nothing on the page. Everything else seems to work fine though.

I'm trying out VPN for the first time and am using Vyprvpn. However, I'm at a bit of a loss right now. The VyprVpnApp for windows isn't working yet, but am I am trying to figure out how I would connect to the VPN anyway. I understand that there are opvn files but I have the option of picking 2: 160 and 256. If anyone could please help point me in the right direction? Like whether or not to use the 160 or 256 version?
