Deep packet processing VS congestion control on 100mpbs connection.

I have 100/6 UK Virgin cable connection.

The recommended congestion control is 70% for gaming.

And for 100mbps+ connection it's recommended to disable deep packet processing.

However I notice if I enable deep packet processing (without cc) it also reduces my bandwidth to around 70mbps. 70%

So question...

Assuming there is some added benefit to deep packet processing. Would there be an advantage to using deep packet processing to throttle to 70% instead of congestion control?

Edit. Ok forget I asked. Looks like deep packet processing is used for host analysis for pc gamers. as I am a console pleb I will leave it turned off.
