Without anything to go on, it could be pretty much anything. What have you tested and ruled out?

If you screenshot your settings and detail your setup then we can see if you have anything set up wrong.

 

First thing to do is test your line though, direct from the modem so nothing can influence it.

Use pingplotter and post up the result from the test. Ping something big, like Twitter.

Is this the only test you have ran?  Try running a tracert to google.com using windows command line and report back please.  I run that internet diagnostic test and every once in awhile get jacked up results like yours but when I ping other websites everything is all good.  8.8.8.8 from my experience does not seem very reliable.

PING 60 TO 70. 65 DOWN. 6 UP.

??.. What are these numbers for? We need more details and data if you want help.

What tests are you running?

Who are you pinging? Etc etc....

My norton security is preventing me from getting a straight thru connection. How do I get a unrestricted connection to the Playstation 4? Panoramic router, Netduma. Playstation. Wired and wifi. This killing my gaming.

Bags, I'll be playing wired and seems like a strong connection. The longer I play, the slower the Netduma slows down. And the connection almost loses all it's strength.

I am not sure what really your problem is??? Looking at your internet diagnostic attachment, I am wondering if you have a bad modem like an Arris puma base one?

What is your modem?

Also run this test and post your results and run it a few times trying different servers.  Sometimes you get bad server and your fail the test when really it was just DSLR server messed up!

Arris TG1682G router, new from Cox. Like I told Bags. Connection strong as soon as it's hooked up. As time goes on, it slowly deteriorates to the point you can't change any of the programs in the Netduma. You have to shut it off to get the speed back.

As Bagsta suggested, a pingplotter test would actually get to the cause of the problem. If you download that and run it for a few hours, pinging something like Twitter.com, that would be really useful in solving your issue.
